Turning Points - The Monroe Doctrine
There was a definite change in American foreign policy in the 1820s when President James Monroe presented what became known as the Monroe Doctrine. Written mostly by Secretary of State (and future President) John Quincy Adams, the doctrine was a turning point in America's place as a world power.
